I'm sick of my preinstalled Vista Premium not running programs and I'm wondering if I could dual-boot with a free version of Linux that would allow me to run my programs…

Lots of Windows programs can be run in Linux using Wine. Check the AppDB to check if the programs you wish to use will work. Also, some of the programs you use might have Linux alternatives.

you can try Ubuntu which a good free linux OS that you can use on your PC with dual boot or directly in your Windows by some virtual machine softwares (do not recommends Microsoft's as it do not support usb)

yeah you can run linux, but windows programs are generally run in it using wine - with varying degrees of success. Its technically quite difficult to get working properly and there are no guarantees the apps will run well. As the above post says, check the database against the programs you want to run to see the extent to which you're likely to have success w them.
